Residents have long called for the 281 bus to serve Cox Lane Business Park, as it did in the 1970s. Although Transport for London (TfL) extended the route to Tolworth station in July 2024, it still stops short of the business park and the growing nature reserve at Tolworth Court Farm Fields.
TfL’s 2024 consultation was carried out mainly online and its written notices were sent only to a small group of homes near Tolworth station. Businesses on Cox Lane – employing hundreds of people and attracting major investment – were not included, despite relying heavily on public transport.
Extending the 281 by just 1.5 miles along Jubilee Way would:

Give workers safer, direct access to the business park, especially for evening and night shifts.

Support visitors to the new nature reserve, which has no parking.

Help reduce car use and encourage active travel, in line with the Mayor’s priorities.

Improve safety by avoiding the isolated walk between Tolworth and Cox Lane.
Cox Lane Business Park is home to major employers, innovative SMEs and at the start of Jubilee Way is Lidl’s European headquarters. A direct bus link would widen job opportunities for people across the borough and beyond.
