Churchfields in Chessington is one of four locations in the Royal Borough of Kingston that will have a new PlayZone installed, subject to planning permission. PlayZones are safe, inclusive, and accessible outdoor sports facilities designed to encourage residents of all ages and abilities to be physically active through activities such as football, basketball, and cricket.

PlayZones are a national programme funded by the Football Foundation using investment from the Premier League, The FA, and the Government through Sport England.

Following community engagement undertaken by the Fulham FC Foundation on behalf of the council during 2024, four sites in Kingston were identified. The other three are Beverley Park New Malden, Kingston Road Recreation Ground, and Manor Park Recreation Ground in New Malden.

Anti-Social Behaviour concerns

CDRA has raised concerns about Kingston Council’s monitoring and access control of this facility, particularly considering recent anti-social behaviour (ASB) issues. We understand our Safer Neighbourhood Team, led by Sergeant Ben Storey, has identified the main culprits involved in the ASB and is using a collaborative approach with schools, parents and residents to resolve. However, we understand that the installation of CCTV is not included in the planning application.

Management and maintenance

The PlayZones will be managed and maintained through the council’s parks contractor, Glendale. This includes day-to-day operational oversight, routine inspections, cleaning, and maintenance, ensuring the facilities remain safe, high-quality, and sustainable over the long term.

Bookings and charges

Access to the PlayZones will be managed through an online booking system which will also assist the council in managing demand and monitor use. Smart Access technology will be used to control entry e.g. keypad access, ensuring facilities remain secure yet available to those who have booked.

The operating model is expected to combine bookable sessions for residents, community groups, and clubs with opportunities for informal community use.

It is unclear at the moment about how much the PlayZone will cost to use, the Council are currently working this out. However, the council aims to make PlayZones are accessible, inclusive, and well-used by local residents and the proposed booking system will primarily be used to support fair access and effective management of the facilities. For example, there may be charges for organised or club use, particularly during peak periods.
